How can the storage space of an avatar be restricted to a standard size?
Can the soul have the physical properties of a liquid? "A liquid is a nearly incompressible fluid" en.wikipedia.org/wiki/Liquid so if the soul had a specific amount of liters then it would be forced to stay in the current standard size and cannot shrink.

@Tortliena my answer was abstract and mathematical. Build lots of tunnels, and scanners become useless. As for how to do that, my answer doesn't provide the concrete implementation, but I've edited in some more examples into the answer.

@Tortliena the guards might investigate once or twice, but would they investigate millions of different tunnels? The first tunnel could be a nearby gold mine that they happen to be building. The second tunnel is someone's rain water pipe. The third tunnel could be a tunnel someone built to their friends house, or an Underground Railroad. Eventually the scanner's readings wouldn't be able to see new tunnels.
