The acquisition of atmosphere during bombardment is not completely implausible. Some theories hold that Earth acquired its water via bombardment. And to your point, I suppose tides could cause the rivers to flow likes tides. That would actually solve the problem of stagnant water being generally undrinkable and disease-ridden.
