You've got the centrifugal and centripetal forces mixed up. Centrifugal = away from center, centripetal = towards center. When an object is moving in a circle (such as anything on the surface of the earth), the centripetal force is the inwards directed force keeping it in a circular trajectory. For an object on the ground, gravity provides the centripetal force required to keep it from moving in a straight line out to space. If gravity disappeared for a person, a centrifugal force would appear to pull the person off the surface.
