For questions about the affairs of the state. Contrast with "government" which refers to a political entity as opposed to the actions it conducts. While a "government" question may ask how to construct a ruling system, a "governance" question may ask how a ruling system's policy would affect society, or what kind of policy would be necessary achieve a desired effect. Sometimes both tags are relevant to the same question.
