Dunno how scientifically accurate the design is, but in The Long Mars they use super light gliders with rocket engines to navigate Mars' skies. That being said the gravity on Mars is 1/3 of Earth's, so yeah it will be really hard to fly unless you make some sort of jet/rocket based VTOL aircraft.

Rockets might be possible but with loss of interest in flight anyway the practical knowledge is lost.
