Of course, if the special doesn’t take the offer, they don’t join the colony

In ship A you put all the elites, in ship C you put the engineers and other people who actually do stuff and in ship B you put the useless people. We all know how that story ends.

But as a limiting factor, there are severe space and resource constraints, as stated in the original question, so you can’t just say “take everyone”
