@SRM That's a good point. Maybe he could offer/promise them some tangible benefits ("better rations because you are contributing to humanity") both during production and once on Mars? They could be driven by that hope.

I think sub-par workers will be prevented with Pavel's announcement that all the involved people will be granted the honour of being part of the first emigration wave to Mars.
