Could three-dimensional beings engineer a multi-dimensional structure?

the inside” concept, could it be done by beings that are still just three-dimensional creatures from a three-dimensional world like us, given that they have advanced enough mathematics and computer or physics … what we can envision, they’re just evolved creatures with a 3D structure (or at least, a 3D perception of the world) akin to our own, could they still—through trial and error with advanced studies of physics
