Could a chemical, element, or some combination (i.e. hydrogen) be utilized to create a dome-type barrier or wall that would restrict entrance and exit from a city by creating a high-voltage charge when someone or something organic tried to get through it? Ideas on production and containment, if so?

Definitely not clear. Hydrogen will just float away --- not too good at forming a dome! – elemtilas Dec 8 at 22:39

The Japanese have found that a strong sense of community. spirituality, and justice seems to repel most city-destroying monsters...or else inspire other monsters (Godzilla, Mothra, etc) to defend the city for their own mysterious reasons. Rather than a wall, the movie-JSDF have had fair success using Mecha-Godzilla to defend their cities. – user535733 Dec 8 at 23:27
