First of all, politicians ceased arranging total wars one after another only when nuclear weapons for the first time in history put their personal well-being on stake. Without nuclear threat, we would have more funds allocated to strategic bombers, to tanks, to ballistic conventional missiles, but less to orbital space stations. | |
