Nov 10, 2017 at 15:28 comment added Willk @Khris - thinking more, it could be done. Dust can get really high up and the effect to darken the sky and blue the sun will work regardless of altitude. If dust was at very high altitudes - from a Krakotoa-like eruption or an asteroid impact - the weather would be underneath it. Blue sun is the tricky part. It does not take much worldbuilding to have a place w gloomy weather all the time; visit Portland.
