Dust can get really high up and the effect to darken the sky and blue the sun will work regardless of altitude. If dust was at very high altitudes - from a Krakotoa-like eruption or an asteroid impact - the weather would be underneath it. Blue sun is the tricky part. It does not take much worldbuilding to have a place w gloomy weather all the time; visit Portland. | |
