And I'm not sure I believe the WHO in this anyway, they're extremely politicised, as is all of the UN, and defending circumcission is certainly something that from a political/religious viewpoint is interesting, especially for Americans and Muslims (the only 2 major groups in the world doing it as standard on most all men, Jews being a far smaller group). If it were so good, HIV infection rates in Europe (where it is rarely done) would be far higher than in the US but they aren't... | |

And of course sexual abstinence, so not having sex with potentially infected individuals. Strong cultural disgust at homosexual relations comes to mind, or better yet a culture that eschews completely sex outside of marriage (whatever form that marriage may take, group marriages are still possible as long as the members of the group stay faithful to the group). | |
