It can't ever be made an effective deterrent because human beings don't work like that. People who would be deterred would not have considered rebelling in the first place. People who do rebel are driven by principle, in defiance of the consequences of failure/discovery. Evil people aren't doing it to stop society rebelling, they're doing it because it seems like they should. | |
