Start a small jewelry shop and try to stay under the radar, at least at the beginning. Try to have customers that give you their jewel to be transformed in some other jewel (ie. make a ring from some earrings) and start making your own.
Then with this type of business, you can start to make some jewels with your own gold and if someone ask where you find the gold, you can provide the ticket for your customer's gold and for the (small) amount of the other you can just say you have found at a antiques fair or the gold comes from some of your family jewel and you transformed it other jewel. It is a slow method but as long as you don't do nothing too strange to point at your direction, you should probably stay out of the government attention.
