The question is from Joe's perspective - he doesn't want to be a terrible person by mind-controlling everyone around him.... maybe his solution is to use his power to convince himself he's not. It sucks for the people around him, sure, but Joe's happy. Until and unless he gets assassinated, but depending on the reach of his power (i.e. through media), he could just put a comment on a really popular YouTube channel "You want to upvote this comment. You never want to harm Joe Average of Averageville." before he "retires". | |

If he believes he'll never accidentally use it... that doesn't stop him actually accidentally using it all the time, he just believes he won't ever do it. "Good morning!" - powers activate.
