There's already a problem in countries with limited terms for elected officials where the bureaucrats provide the consistency between election cycles. My sister, an attorney, once suggested that term limits - despite their benefit - have (at least) one undesirable side affect: the continuation of predictable government is almost entirely in the hands of the bureaucrats. This seems like it might be true for some politicians (the ones who could demonstrate extreme competence in order to rise to the top of the Civil Service). | |
