Use your people as hosts for the disease-in-progress, and help the most deadly strains of the disease to spread (by leaving corpses to rot in the streets) while cutting off the strains that are too obvious (by burning alive anyone discovered to have the disease). In a few generations, you'll have a certifiable biohazard that your people are partially resistant to. I'm sure a sufficiently evil villain will have no problem with this scheme... | |

A few smallpox infected folks would spread the disease in the entire population. Better yet, plague or black death! Also, use biologically tampered arrows/bullets. Use rabid dog saliva on your arrows/bullets and no psychic healer will ever be able to heal the infected. That's not too much of a tech advanced thing really! | |
