There's a whole social class of people that are basically strong, furry people who get a free pass every month to kill people and be inherently "evil". Police wont/cant stop them and they have no practical down-side to their affliction in a scenario where they want to kill someone. Unless your society has some social structure to take care of people like shelters, or unless your give the werewolfs a weakness to exploit then I'm out of ideas :P | |
