The CSA just formed an underground 'country' within a country that is very evident today. It also seems that it has morphed into a national political party that controls individual states, without being explicitly acknowledged as secessionist. Now that it controls the Supreme Court, the door is wide open to succession again from a legal perspective, not necessarily a military one. The CSA get to be ruled by the laws they want, only they are applied nationally.
