In the current world I have the freedom to do a thing (good or bad, actually) that it's possible no one on earth will ever know about. And introducing an omniscient good-o-meter, even if it can only be accessed with a court order, removes that possibility. I'm in an argument on another question here about free will vs effective free will, and this is another example, I guess.
Aug 18, 2021 at 7:44 comment added NotThatGuy If instead of updating their score when they do something particularly bad (or they show a pattern of less severe crimes), you simply make a divine recording for the relevant authorities to see so they can face consequences, that would already do a lot to stop local crime. Neither that nor a score would fully solve the problem of international crime though (we already have lots of hard evidence of countries doing bad things that we do little to nothing about).

Either way citizens are being watched all the time (even if not by other humans), they permanently put on a facade because they're afraid to do anything whatsoever that might hurt their ranking in society and people judge one another based on some criterion that's been handed down to them and marked as important by an authority figure. Sounds like a pretty standard dystopia. It would probably improve things to just make it like a binary green/red, but that's probably still exploitable and we already have something roughly like that: the criminal justice system.
