But my proposal only needs a regular sized gun (of course the bigger the better) and/or small explosives to disturb the water. The energy output required to actually meaningfully slow the fall are magnitudes higher. My main point was to break the water tension before impact

Try diving from 10m in a pool: there is a definite difference between hitting the water like a diver does (hands pointing downward, body straight and perpendicular to the surface) and hitting the water "broadside" with your belly when you stretch your limbs like butterfly wings!
Jun 18, 2021 at 19:08 comment added Bobson How much of this needs to be the armor itself, and how much of it can be padding/restraints within the shell? Albeit, that may be more bulky "spare marine" type armor than an exoskeleton (which implies a much tighter fit), but it might be worth mentioning.
