Gravity and air density play a role, slightly different gravity and air density could be enough to reduce the likelihood of flying animals (not counting insects as the flying mechanics are different and would not apply toward developing high speed flight)
Jun 16, 2021 at 18:06 comment added Jack Aidley Because flight has independently evolved at least four times (insects, pterosaurs, birds & bats) and probably more, that suggests that it is very likely to evolve on other worlds. No flying animals is thus not a very plausible answer.
