Read some good histories of the British Empire in India and you will see how complex and multilayered things actually were. In fact it might be easier to dress up parts of that history in C22 costume, than to write believable fiction from scratch!

This reminds me of the Bush-era USA trying to bring democracy to Middle East and the colonial-era Britain trying to civilize the foreign "savages".
