If you can make it hard for them to work safely , you continue to deny the enemy the resource.... for everyone else, destroying the roads is something trivially easy to do that adds that much more time to recovery. After the raid, before they can get the windfarm online, Repair road, then control stuff, then the vanes, towers, and nacelles. Yeah, a lot could be done at the same time, but delivery to site HAS to depend on the road. | |

The first drops bombs on the roads to wreck them; the second drops cluster bombs with timers set to blow up at random for the next week. The repair crews can't even get in there until the bomb-disposal guys clean up. | |

Also, you can't airlift an 80 foot long windmill vane. It's not just a function of mass, but the surface area of something that large is going to make it act like a sail to even the slightest breeze. a huge risk for the aircraft and crew. | |

Boots on the ground would be more thorough however they got there, but they require resources to keep operating and it is possible the windfarm is deep in enemy territory. Allies bombed the heck out of strategic targets in Germany long before ground troops got there. | |
