Oct 9, 2020 at 20:30 comment added Abion47 @encryptoferia I'd say no. If you can control the atoms and nuclear bonds that make up water molecules, then at that point you aren't really working with "water" anymore, and there's no real reason that your control should be limited to just water.

If she could impart 160 million Joules to each kilogram of water, she could overcome the binding energy of the earth and literally destroy the planet. Imagine crushing it by squeezing it with the oceans. Of course, to kill all life, you don't need even close to that. If you can cause major fractures to the crust, it would kill everything pretty quick.

Because there is considerable life IN Earth, microorbanisms living in the top few miles of the Earth's crust. So whatever you, decide, frame the extinction as killing all life ON Earth so people don't worry whether all life IN Earth will also be killed.
