I'd have to go through the math to determine whether it'd be feasible even with something as strong as carbon nanotubes. It'd be helpful if the planet had very high rotation speed - something like 10 hours would help tremendously.
May 5, 2015 at 17:00 comment added Mikey Nice answer. I would add that in this case a space elevator would be immensely helpful as a launching point from the 'Earth', although it would require a lot of effort to begin with.
