Ice is the best heat sink material you will find at this tech level (and arguably still today with those constraints), and even melted, water is still rather fantastic. When you run out of ice, water should be easy to find in many situations.

You'd need to make a wand ice lolly (or popsicle, if you prefer)... that chunk of ice will absorb a decent amount of heat (though you'd need to reinforce it with a container if it needed to absorb blast forces too). The ice coating would eventually melt or blast off, so you'd have a limited number of useable wands.
