What aspect of planet earthEarth must be changed to prevent the industrial revolution?

I am thinking of a planet (iI suppose one would call it a parallel earth) where the industrial revolution never happens, and people live with 1700s technology for everforever. What differences in resources/weather/environment/available land area could ensure that it doesn't happen, and what impact would these changes have on other aspects of society?
