Aug 31, 2018 at 15:04 comment added mathreadler @Mnemonic Maybe not right now, but if the policies you want to push through in your city are new, maybe your city will gain the attention of and start attracting other guys who are like that from other parts of the world who would love an excuse to become "chaotic good" heroes.

Quite some people can work more efficiently if they don't have lots of laws and regulations they need to make sure they follow. Less time they spend on bureaucracy making sure their paperwork is in order, the more time they can spend being heroic. Avoiding some cops too can't be too troublesome if they are already used to dodging supervillain level guys.

Not only is the funniest thing I've read today, but now I feel like a supervillain called "The Campaign Manger" who is constantly overlooked but is secretly helping/manipulating even some of the most notorious villains.

But practical questions aside, what's to stop a protest by heroes who will retire, followed by a rise of similarly powered people in new costumes that hide identity better, who refuse, claiming that they are those lovable villains with codes of honor that engage in vigilantism against the real villains?
