If OP is willing to implement these things — some or all of them — in their narrative then that is a plausible way to declare to the reader why things are the same now as they were two generations ago. Nothing in the question said that trade, science, academia, free expression must be present in the narrative.

You can have trade, science, academia, and public discourse while technology creeps forward (see Classical Greece/Rome, Tang China, Golden Age Islam, Medieval Rennaissance, etc). Important new things were being discovered and important books were being written during those times, but from the peasant's perspective, having your life be different from your grandfather's was something that never happened until the 1800s.
