The military patrol that watches a sector toward the edge of explored space just drops them off on a planet on their way by. No new ship needs to be made and the children are out of the way so no one can accidentally find them in the prison. If they need to be picked up, the patrol grabs them on the next pass. No extra cost. | |

It just doesn't seem cost-effective. | |
