It's only when we have no idea how the system actually works, or when the actual physics is too complicated, that we use empirically determined models. For example, the perceived lightness of a light source is related to its physical intensity by a relationship approximating a power law; we cannot derive it from first principles, so we use one of several empirical models, such as sRGB.
